Blizzard has stated outright that dual talent specialization in World of Warcraft: Forever unlocks once a character reaches level 40. Talents — including legacy talents — can only be changed at your class trainer in one of the major cities.

The details appeared in the official class notes Blizzard is releasing alongside the Forever beta. Three main points: talents become available from level 10, dual specialization opens at level 40, and any talent — including legacy talents — can only be swapped with your class trainer in a capital city. How the talent tree is laid out
The tree keeps its familiar shape: the key breakpoints sit at 11, 21 and 31 points. A new milestone has been added at 16 points — it wasn't part of the old trees and is a clear expansion of the classic scheme. Legacy talents — a separate branch left over from the old system — live in the same tree and are changed by the same trainer.
Dual specialization and level 40
Dual specialization lets a character keep two independent talent builds and switch between them at the trainer, without re-spending points by hand. In Forever it's tied to character progress and only unlocks at level 40.
In the comments under this news, one reader noted that level 40 is fairly late to get a second build: expectations were to see dual specialization earlier, around levels 20–30. On top of that, there's a worry that running two specs will mean keeping two sets of gear in the bag — one build for one role, another for the other. That's a question of convenience, not balance.
