On Blizzard's official forums, players are debating what the set of raid sizes should be in Forever. According to them, this decides how many active players a guild needs to keep on hand and how flexibly raid rosters can be built.

The EU forum post
The author writes from a guild leader's perspective. Keeping three formats running in a guild at once, he says, is too heavy an administrative burden: to cover all of the content, you need at least 40 active players, which then have to be split into groups for each raid. In his view, the game would benefit if Blizzard picked one of two progressions — either 10→20 or 20→40 — and stuck with it. He does not criticise any single size on its own — it is the combination of all three that is the problem.

The other author agrees that 40-player raids are not going anywhere — that is part of the idea behind Forever as Classic+ — but asks that they not become the foundation of the raid endgame. His strongest WoW memories come from 10- and 20-player raids; in his view, 40-player content fits best as short raids with 1–2 bosses — in the spirit of the Onyxia he mentions himself.
