A thread titled "Touch of the Grave needs an internal CD" has appeared on the European Blizzard forum in the Forever section. The author draws the developers' attention to the Death Knight passive Touch of the Grave and links to another player's video as an example of a situation where, in their view, the ability doesn't behave as intended.
The forum post doesn't make clear which exact situation is meant or which numbers the video shows — the author limited themselves to a link and a title. Internal cooldown
An internal cooldown (ICD) is a mechanic where an ability cannot trigger more often than a set interval, regardless of attack speed or number of targets. That's exactly what the thread author is asking for — so that, in their view, healing doesn't exceed the designers' intent.

- If you play Death Knight and notice Touch of the Grave healing more than expected in PvP or during AoE cleanup — that's the very mechanic being discussed.
